《意見》提出，各級人民法院要從人民群眾反映最強烈、現(xiàn)實社會最突出的問題入手，扎實做好有關農產品質量安全、食品藥品安全、生產安全、環(huán)境安全、網絡安全等案件的審判工作。要依法嚴懲生產、銷售偽劣農藥、化肥、種子以及其他農用物資等坑農、害農犯罪，保證農業(yè)生產順利進行。依法審理、執(zhí)行好涉及“三農”的民事、行政案件，切實維護農民合法權益。

《意見》要求，要以“零容忍”的態(tài)度，堅持最嚴厲的處罰、最嚴肅的問責，依法嚴懲生產、銷售有毒、有害食品、不符合衛(wèi)生標準的食品，以及生產、銷售假藥、劣藥等犯罪。要充分認識此類犯罪的嚴重社會危害，嚴格緩刑、免刑等非監(jiān)禁刑的適用。
